fix(ci): make build work with Gradle 9
039a0f1 
Gradle 9 requires JVM 17+ to run, so the Java 8/11/16 matrix jobs could
not start Gradle at all. Run Gradle on JDK 21 and select the matrix JDK
via a Java toolchain instead.

Gradle 9 also no longer injects junit-platform-launcher onto the test
runtime classpath, so add it explicitly.
